The shrine is that greenhouse-looking part of the Lighthouse, extended to house that chunk of metal the bugs are perching on. It's a general superstition that it's good luck to build on a Qohathoth monument site, which is why Port Tethys is where it is instead of anywhere else on Tethys. Despite the name, the shrine is primarily used for secular activities, such as getting out of the rain. ( It fills with entomorphs quickly. They don't mind getting wet, but when you're covered in spiny zinc-alloy plating, lightning is an extra hazard. )

An actual time-check? So, yeah, this is three or four days after Liens Familiaux, Tal's been trying to contact Perius, but Perius has been using call display and not picking up. Or, given his style, he's given the servants strict instructions to answer Tal with, "He says he's not home." Perius tends to save the subtlety for his business dealings.

Most days, Javin wanders off and works wherever he feels like sitting. He's more likely to stick around the Lighthouse if it's raining, just to avoid going outside. That and he can mooch meals. Being a layabout mooch is part of the image.
