Originally, Tal was just going to have one arm for the rest of the series ( well, with a prosthetic. ) But as the story developed and the whole Kema conspiracy thing shaped up, he kind of couldn't go back to Port Tethys missing an arm. It would be a bit too obvious that something had happened and it wasn't time for Kema to go public yet.
